Steve Collett, first-year graduate student in public policy, knows the odds are stacked squarely against him.

Running for Congress as a Libertarian is hard enough. Running against an 18-term incumbent with a war chest of nearly $1 million is tougher still. And running on a platform where the legalization of marijuana is the signature issue may be the toughest sell yet.

But Collett isn’t mounting a campaign for federal office just to sway the debate.

He thinks he can win.
